REINTEGRATION/RSAT PROGRAMS

The Plymouth County Correctional Facility Inmate Reintegration Program is a comprehensive treatment model designed to reduce recidivism and increase former inmate productivity in the community. This program offers inmates who live in Plymouth County the opportunity to participate in a continuum of services that begins six months prior to release and continues for up to six months once in the community. By providing well-structured activities in the facility along with support networks in the community, the program seeks to bridge the existing gap in follow-up services for ex-offenders. Participation is voluntary.

The comprehensive treatment model includes the following program components: vocational development/pre-employment training, substance abuse education, anger management, family intervention/parenting skills, HIV education, housing referrals to programs such as residential, half-way houses, sober houses, shelter options, religious affiliations, and computer training.

REINTEGRATION AFTERCARE PROGRAM: Also known as the Residential Substance Abuse Program or RSAT Program, this program is sponsored by joint funds from the U.S. Federal Government and the Massachusetts State Government. The Executive Office of Public Safety Programs Division is responsible for the programmatic and fiscal oversight of the program. The program is six to twelve months in length and builds on recovery skills gained from previous substance abuse treatment. A full program component is provided where the groups focus on relapse prevention measures. The program is scheduled five days a week and begins at 8:30 a.m. with a community meeting and concludes at 4:00 p.m. The specific groups provided are:

Keys to Recovery – This program provides the inmates with a comprehensive insight into the disease of alcoholism and drug addiction. The participants are informed of the nature of their disease and given the tools needed for their continued recovery.

Transition – This group focuses on resolving present situations dealing with recovery. The tools used to confront anger, process feelings, and to make an appropriate decision, while adjusting to the demands of the prison environment will be developed.

Anger Management – Previously described under the Substance Abuse Program.

Change – A cognitive restructuring group designed to help the participants familiarize themselves with options for change. The group is modeled from the “Thinking for a Change” Program.

Relapse Prevention – Previously described under the Substance Abuse Program.

Discharge Planning - The group is planned as needed and is constructed to gather information for all inmates needing discharge planning within three months of their release. The inmate is assisted in choosing an appropriate half-way house. The inmate will also attend this group if he is returning home and needs to arrange for out patient counseling, medical follow-up, or mental health assistance.

Early Recovery – This group is designed to address early recovery concerns and needs. The basic concept will include foundational information regarding AA/NA, appropriate socialization skills in recovery, dealing with fear, and self care issues.

Process Group – Previously described under the Substance Abuse Program.

Volunteers from the AA fellowship provide two meeting per week.

A particular emphasis is placed on re-entry into the community for inmates who will soon be released into a residential treatment program or referred to outpatient treatment center programs for aftercare counseling. Program graduates are also referred to the Community Resource Centers for continuing care.

Agency Awareness Visits: These visits are being held weekly in three program units. The purpose of these visits is to familiarize inmates with which local, state and federal agencies, as well as human service providers, provide aftercare services to ex-offenders. The following agencies participate on an ongoing basis:

• United States Marine Corps
• United States Army
• United States Navy
• DOR Child Support Enforcement
• Ervin Russell from Barney Frank’s Office is a Vietnam Veteran suffering from PTSD and is a recovering addict.
• Massachusetts Rehabilitation
